The French Political Ongoing Crisis: The Dawn of a Fresh Governmental Reality
Back in October 2022, as Rishi Sunak assumed office as British prime minister, he became the fifth UK leader to occupy the role over a six-year span.
Triggered in the UK by Brexit, this signified exceptional governmental instability. So what term captures what is unfolding in France, now on its fifth prime minister in 24 months – with three in the past 10 months?
The current premier, the newly reinstated Sébastien Lecornu, may have secured a temporary reprieve on Tuesday, sacrificing Emmanuel Macron’s key pension reform in return for support from Socialist lawmakers as the cost of his administration's continuation.
But it is, at best, a temporary fix. The EU’s second-largest economy is trapped in a ongoing governmental crisis, the likes of which it has not experienced for many years – perhaps not since the start of its Fifth French Republic in 1958 – and from which there seems no easy escape.
Minority Rule
Essential context: from the moment Macron initiated an risky early parliamentary vote in 2024, France has had a hung parliament split into three warring blocs – the left, the far right and his own centre-right alliance – none with anything close to a majority.
Simultaneously, the nation faces dual debt and deficit crises: its debt-to-GDP ratio and deficit are now nearly double the EU threshold, and hard constitutional deadlines to approve a 2026 budget that at least begins to rein in spending are approaching.
In this challenging environment, both Lecornu’s immediate predecessors – Michel Barnier, who lasted from September to December 2024, and François Bayrou, who took office from December 2024 to September 2025 – were removed by parliament.
In September, the leader named his trusted associate Lecornu as his new prime minister. But when, just over a fortnight later, Lecornu unveiled his new cabinet – which proved to be much the same as the old one – he faced fury from allies and opponents alike.
To such an extent that the next day, he resigned. After only 27 days as premier, Lecornu became the shortest-lived premier in recent French history. In a respectful address, he blamed political intransigence, saying “partisan attitudes” and “personal ambitions” would make his job virtually unworkable.
A further unexpected development: just hours after Lecornu’s resignation, Macron asked him to stay on for two more days in a final attempt to salvage cross-party backing – a task, to put it gently, not without complications.
Next, two of Macron’s former PMs publicly turned on the struggling leader. Meanwhile, the far-right National Rally (RN) and leftist LFI refused to meet Lecornu, vowing to reject any and every new government unless there were snap elections.
Lecornu persisted in his duties, talking to everyone who was prepared to hear him out. At the conclusion of his extension, he went on TV to say he thought “a solution remained possible” to prevent a vote. The leader's team confirmed the president would name a fresh premier two days later.
Macron kept his promise – and on Friday reappointed Sébastien Lecornu. So this week – with Macron commenting from the wings that the nation's opposing groups were “fuelling division” and “entirely to blame for the turmoil” – was Lecornu’s critical test. Would he endure – and can he pass that vital budget?
In a high-stakes speech, the 39-year-old PM outlined his financial plans, giving the Socialist party, who detest Macron’s controversial pension changes, what they were waiting for: Macron’s key policy would be suspended until 2027.
With the right-wing LR already supportive, the Socialists said they would refuse to support no-confidence motions proposed against Lecornu by the extremist factions – meaning the administration would likely endure those ballots, due on Thursday.
It is, nevertheless, by no means certain to be able to approve its €30bn austerity budget: the PS clearly stated that it would be demanding further compromises. “This move,” said its leader, Olivier Faure, “is just the start.”
Changing Political Culture
The issue is, the greater concessions he makes to the left, the more opposition he'll face from the right. And, like the PS, the conservatives are themselves split on dealing with the administration – some are still itching to topple it.
A look at the seat numbers shows how tough Lecornu’s task – and future viability – will be. A combined 264 lawmakers from the far-right RN, LFI, Greens, Communists and UDR seek his removal.
To succeed, they need a 288-vote majority in parliament – so if they can persuade just 24 of the PS’s 69 members or the LR’s 47 (or both) to vote with them, Macron’s fifth precarious prime minister in 24 months is, like his predecessors, toast.
Most expect this to occur soon. Even if, by an unlikely turn, the divided parliament summons up the collective responsibility to approve a budget this year, the outlook afterward look bleak.
So is there a way out? Early elections would be unlikely to solve the problem: polls suggest pretty much every party bar the RN would see reduced representation, but there would remain no decisive majority. A new prime minister would confront identical numerical challenges.
An alternative might be for Macron himself to step down. After winning the presidential election, his replacement would dissolve parliament and aim for a legislative majority in the ensuing legislative vote. But this also remains unclear.
Surveys show the future president will be Marine Le Pen or Jordan Bardella. There is at least an strong possibility that France’s voters, having elected a far-right president, might think twice about handing them control of parliament.
Ultimately, France may not emerge from its quagmire until its leaders accept the new political reality, which is that clear majorities are a thing of the past, absolute victory is obsolete, and negotiation doesn't mean defeat.
Numerous observers believe that transformation will not be feasible under the country’s current constitution. “This is no conventional parliamentary crisis, but a crise de régime” that will prove anything but temporary.
“The regime … was never designed to facilitate – and actively discourages – the emergence of governing coalitions common in the rest of Europe. The Fifth Republic could be in its final stage.”
